How to restrict creating new users their account in Jira server

To restrict new user account creation, follow these steps:

  1. Log in as an Administrator: You need administrative privileges to configure user management settings.

  2. Access User Management:

    • Click on the "Administration" (cog/gear icon) in the top-right corner.

    • In the dropdown menu, select "System."

    • Under the "User management" section, select "User preferences."


3. Configure CAPTCHA Settings: CAPTCHA (Completely Automated Public Turing test to tell Computers and Humans Apart) is a common method to prevent automated bots from creating accounts. You can configure CAPTCHA settings to make it more challenging for bots to create accounts.

  • In the "User preferences" page, you will find "Captcha" settings. Enable CAPTCHA by checking the box.

  • You can also configure CAPTCHA preferences, such as CAPTCHA mode and maximum failed login attempts.


4. Check External User Directory Configuration (Optional): If your Jira server is connected to an external user directory like LDAP or Active Directory, ensure that new user accounts cannot be created directly in these external directories. You can typically configure this within your external directory settings.


5. Review Global Permissions:

  • Go to "Administration" > "System" > "Global permissions."

  • Review the "Jira Administrators" and "Jira Users" permissions. Ensure that only trusted users or groups are granted the "Jira Users" permission. This permission allows users to log in and access Jira.


6. Review Project Permissions:

  • Go to the specific projects where you want to restrict user account creation.

  • Click on "Project settings" > "Permissions."

  • Review the permissions scheme for the project. Ensure that only authorized users or groups have the "Browse Projects" and "Create Issues" permissions.

  • By controlling these permissions, you can restrict who can create issues within a project.


7. Test the Configuration: After making these changes, it's essential to thoroughly test the configuration to ensure that only authorized users can create new accounts and create issues in projects.
